It should work, but it might be easier to use the Ubuntu Software Center or Ubuntu software repositories to install VLC player.

You can use the Ubuntu Software Center, or Software Center to install VLC by searching for it with the built-in search engine. For more help go to the VLC forum at http://forum.videolan.org/ , and search for a similar problem, or join, and ask a question on the forum for help.

    Hi Sarthak,

I’m not sure VLC is supported under Ubuntu 9.04 because the version of Ubuntu is a few years old. At http://www.videolan.org/vlc/download-ubuntu.html VLC only have versions for 10.04 to 12.10 which are newer versions of ubuntu.

You would need to download the .deb installer files to install files offline.
