4. If your computer has a video card, plug your monitor into the video card instead of the mother board’s video plug since the user might of disabled the onboard video.

5. Remove all expansion cards except for the video card.

6. If you have more then 1 stick of RAM, remove the extra RAM. (make sure ram is properly seated)

10. If everything does not turn on after replacing the RAM, Video card and power supply with a known good one then try testing your mother board on an antistatic mat to prevent static. A screw could of wedge between the case and the motherboard. Test the CPU with a known good motherboard which works with the type of CPU you have installed if it does not boot after testing the motherboard outside of the PC case. Install your RAM, CPU, Video card, and power supply on the good motherboard, and also plug in a monitor to the video card, and plug a keyboard into a USB plug.
You can start the PC by using a metal object to short the power leads (prongs)  with a pair of metal keys.

If everything works on your computer, plug in your CD/DVD-rom hard drive cables, and power cables to your drives.

Note: sometimes if your computer draw too much power because you have too many hard drives or RAM installed,  your computer will not turn on. It is time to get a new power supply with more wattage like a 400W-600W power supply, or you can just take out the hard drive and ram from your computer, so it uses less power.
